I'll answer the easy question first. From a performance point of view, there is no difference between wire bead and folding tyres. Folding tyres typically have a kevlar bead instead of wire. This is slightly lighter, and can make packaging and postage cheaper if you are ordering online. That's all.

In the past I have used a quick release skewer, but then wrapped lots of tape around the skewer and the fork (or frame) so it can't come undone. You should be able to do that and keep the commissaires happy.

I vote steel. It comes with alot of free carbon anyway. Steel is superior for ride comfort, durability, and longevity. Custom dimensions will make for a really nice fitting ride, and the frame will survive much more abuse than carbon. Steel is heavier than carbon fibre, but on a modern racing frame ...
