Outdoor wooden velodromes are generally a bad idea due to the impact the weather has on the track surface. There are none in Australia, although have seen the Cooks Gardens velodrome in Wanganui, New Zealand looking quite good after about 10 years use and exposure to the elements.I found the pics on a Spanish website for a bike shop that specialises in the fixie market, so I assume it's in Spain.

The fresh paint on the track implies that it is still gets ridden. I wonder how many flats are caused by splinters in the tyres? Coming off on this track would involve weeks of pulling splinters out of your arse!
