I made a bunch of suggestions down below, but moreover I had some questions that could help us find a name.
QUESTIONS:
1. Who do you think the participants will be? Younger people? Older people? Women? Men? Just anyone? I think these would all have an impact on the name you choose.
2. Is "Inner West" really required in the name? Probably the most important bits are to do with "bike" and "fitness". Perhaps get these right, then think about adding "Inner West"?
3. What, more exactly, does the initiative propose to do? Spinning? Mileage? Intervals? Confidence-building? This could be reflected in the name.
SOME SUGGESTIONS:
Bike Tight
Bike Blasters
Rollin' the Rolls away
Bikin' into Shape Inner West Stylee (probably really depends on the age (and probably I'm showing mine thinking this is hip))
Rock Hard Quads the Inner West Way
Rock Hard Bodies the Inner West Way

Bike Body Balance
Cadence Training

You could always include more description in a subtitle, giving leeway to choose a name which is just cool, without needing to be overly descriptive e.g. "Cadence: Cycle Fitness in the Inner West"
